Someone who begs, always broke, and unemployed.

To be begging for money; never employed; and always seems to be broke.

They always be trying to push me together with that lame a** scraggler.

"Girl, everytime I turn this corner. Scragglers are hanging out on the street corner."

Larry is always coming up to me scraggling for change. Always wanting a dollar.
