A person that has fried their mental compacity to the fullest point of no return.

A person that is permanently high on a substance and who's mental state is stuck in one repitive form or another of geeking. Example-window peeking, the "jaw", conspiracy ramblers, bush people.

That chick in the bushes looking for her driveshaft again is permatwacked.
