To mime the act of masturbation and then throwing the ejaculate at someone or something, usually performed during conversation to denigrate a particular subject or person being discussed.

Also used to describe speaking without actually saying anything, usually in politics, as if the person was performing that act towards the public.

"Man, I fucking hate these stupid climate change people." (mimes a YYT)

"Man, I fucking hate Hillary Cinton. I watched the debate on TV last night, and all she did was yank yank toss."

It is a phrase used by people usually in high school, it is another way for saying "what a joke" or "you're yanking my chain"

Example 1:
Susan: "Me and Jayden had sex and I think I'm pregnant"

Example 2:

Teacher: "We have a surprise test this period"
