The phrase also carries undertones of an allusion to the work Of Mice and Men which, though George in this case is the smarter of the two, conjures up images of severe learning disability or mental retardation. In any event, the phrase is meant to imply that the person is below average intelligence and what they said is to be dismissed or explained in further detail depending upon the tone with which it was spoken.
