A person who thinks he/she is the soberest out of everyone drinking at the party, bar, or club. But in all actuality he/she is the drunkest person there.

Inebriated party girls found everywhere in Mexico on vacation, but originally, and very abundant, in Cancun, on the city buses that traverse the hotel zone. Characterized by loud, laughing, sometimes lascivious behavior. Often dressed minimally and can be most attractive unless too drunk.

Also found in other alcohol-related venues, such as winery tours, live concerts, outdoor festivals of any type.
