Basically when people are dressing, acting, doing whatever they can to show people they are sad and gross on the inside and that they either want attention or some sort of help. It's not even a form of self expression at this point.

Yet another meme that has spawned due to the Creepy-ass competition entry sent in by a girl called Laina. Justin Bieber set up a competition asking all fans to enter in their own entries of his song 'Boyfriend', with new lyrics and such. Laina played the role of an overly attached girlfriend, who sings creepy lyrics and doesn't blink once throughout the whole video. Although a parody, this inspired a meme with her face featured in it. It usually ''compliments'' a number of creepy things a Overly Attached Girlfriend would say.
