Refers to a poor state of living establishments for babies or toddlers. It comes from the word "Kitty litter" where you stick a kitten in a room, put newspaper of the floor and a box of kitty litter. If the baby is kept in a room similar to this it is certainly a kiddy litter room but would also be considered one if there were any wires, drills, drugs, rude magazines, medication and all assorted NO NO'S!
Jane "Laura have you seen Margaret's baby yet?"
Laura "Yeah it was living in kiddy litter!"
Margaret "We need to get him neutered soon"

adjective; A drinker that can't handle their "hard" drinks, so they drink "alcoholic juice" (ex. margarita, champagne, wine)
