someone who has irrevocably screwed up or been screwed over socially, who has no way of leaving their current social circle, and therefore must pay a social tax to have a social life. As long as you are willing to be everyone's bitch at one point or another, you're allowed to socialize without extensive ridicule. most tools are simply guys who fucked up really big or fucked up one time too many, so they do anything to cling to whatever social life they have left.

Most commonly used on guys, this word can be used as an insult, and while it can be used in many ways and can mean many different things, it basically means stupid or loser.
