The phrase is most often used when speaking to a person who is drunk, feels sick and has the spins, and doesn't know what to do to feel better. This phrase came about due to Lindsay Lohan's extreme weight-loss and skinniness, often speculated to be the result of bulimia, anorexia, or a combination of the two disorders.
