The slow, steady decay of a great city by the exodus of white folks as they are replaced by other minorities, making the entire city an inner city ghetto.

The misheard lyric in Journey's song "Don't Stop Believin". While the real lyric is "South Detroit", many drunk college girls can be seen at the bars on a Thursday or Friday night with one hand on a beer and another as high as they can get it screaming this incorrect lyric.
"Just a city boy, born and raised in soft Detroit!" screamed the drunk college students. "Haha, what the hell is soft Detroit?" replied some less drunk college students.

Person 2: “Oh don’t worry he was suffering from early stage Detroit Syndrome but I’ve got him listening to cloud rap now so he should be fine by the end of the week”

The feeling that comes over someone when they feel like stealing large amounts of things, like most of a car. It can travel very easily
Bill: My car is a husk! But we’re in Memphis?
Matt: Bro, someone had Detroit Fever, there’s no telling what’ll happen if someone has it.
