A Puller is the opposite of a pushr (which is a drug dealer). A Puller is someone who does hard drugs and pulls prom there pusher ussually asking pushers fot their drugs.

Modem-puller

A chronic lagger; especially in an online game such as Warcraft III. Usually having to do with the likelihood that the lagger is using a dial-up connection (56k or less) and may also be downloading music or something while playing the game, thereby taxing the connection beyond all reasonableness. Hence: modem PULLER.

One who will not allow other to progress. He will not do any progress. However, he will criticise someone's efforts with negation and criticism.

My boss is not not competant to to run the office effectively. He is not allowing me to talk to peers and higher-ups for constuctive activities. My boss is leg puller.
