A hyperbolic reference to the fact that whites make up 60% of the US population and commit the vast majority of all mass murders, school shootings, child rapings, wife killings, and incest.

Used to describe statistics about crimes mainly committed by white people. (mass shootings, raping little kids, killing spouses, etc)

Often used in contrast to the racist 13/90 remark

"Hey there is a 60/99 in progress!" .... "Someone shot up the school?! Must be one of those 6099s again" ... "Jimtom and Opie are planning some 6099 stuff like doing his sister together and shooting up the school"
