Pronounced (Don-stop-pas) wheels of a large circumfrance in nature, no smaller than, however, not limited to the plastic 14" walmart hubcaps, up to the 32" wheels, that continue to spin when the vehicle that said rims are affixed to stops at a stop light or spins faster than the vehicle itself is moving.
