In real life--

Able to read and write.

In roleplaying--

A good roleplayer. Specifically, a literate roleplayer does not use chatspeak, spells word correctly, and has proper usage and grammar. Literates are less likely to be desperates or n00bs and generally roleplays well.

If you see a thread with "LITERATE ROLEPLAY/LITERATES ONLY" in the subject line, it means they only accept people who have good grammar.
1. The literacy rate is 97% in America, meaning 97% of Americans can read and write.

2. The difference between a literate roleplayer and an advanced roleplayer is that being advanced specifically states that you are good at writing (i.e. descriptions, characters) but literate just means you have good grammar, although they're often used interchangeably.

tech illiterate

Someone who doesn't know anything/very little about technology. Sometimes they end up throwing around buzz words (like high-speed, big data, machine learning, IoT etc.) in an attempt to make themselves look smart - much to the dismay of the geeks watching.
Steve: "This new smart watch has 1TB of ram, a machine-learning CPU processor, 15MB of high-capacity SSD storage and 10MB of mobile data. Pretty good, eh?"
Dan: "eh..."
Steve: "Oh! Did you know that the watch also comes with a state-of-the-art big data analyzer?"
Dan: *sighs*
Dan: "Steve, your such a tech illiterate - did you know that?"

sub-literate

The term pertains to someone unable to use language correctly. The word implies that someone cannot spell, speak, form sentences, or in any way converse at a level at or equal to that of Republican vice-presidential candidates.
"Man, why was ridiculous spelled wrong in that email?"

Math-illiterate

Similar to when you can't read, only this means mathematically challenged. Math was most likely your worst subject because you just don't know what you're doing in that class. Math really stumps you if you're math-illiterate; you often fail to comprehend numbers, adding, subtracting, etc.

Complete opposite of math-literate.
Marilyn is really excellent at english and history and always helps her friends with those subjects, but when it comes to geometry she's really math-illiterate.

computer illiterate

Someone who doesn't know how to use a computer no matter how much you try to help them.
