"Excrement," referring to British people or Australians. Originally "fill" was an industry polite term used to refer to the contents of a septic tank. Fill is used as a derogatory counter-insult to the British/Australian "Seppo" (septic tank = Yank). Thus, the insult being, "we may be septic tanks, but you're what fills them," and thus, is a way to refer to the British and Australians as excrement.
Oh great, another Fill doing mental gymnastics because he can't accept they lost both the Revolutionary War and the War of 1812.
