Micro Penis Energy (MPE) describes a male person in a position of power (i.e. a CEO, Governor, Congressman, Senator or President) who believes he is exhibiting strength by speaking in a disparaging, threatening or bullying manner toward a segment of the population over which he exercises, by virtue of his title, some form of power or control.
