it means to flirt, to think about winking to wink at someone, to be silly. to hint something as a joke, when someone is the bad guy and they are muddling around, warning everyone of their tricks. playing a trick on someone

example:"Oh o! they are tinking winking!"

When someone makes something worse for you and pitches it as if it works to your advantage, like how Oreo charges more money for Oreo thins even though you literally pay more money for less cookie.

Chad: Hey man, look at this new job posting! They're making me design a webpage AND write the code for it, it's like two jobs in one!

Kyle: Nah man, they're just cutting corners and being cheap about it. That's a job meant for two people, they're totally oreo thinning you.
