Used to express disgust, annoyance or unhappiness with the current economic state. Usually referring to inflation. Why we wear hats is supposed to suggest being defecated on by a flock of birds from above. Metaphorically speaking the economy is being likened to a flock of birds flying overhead. The punchline is there isn’t really a hat that can protect you from inflation.
