Whenever you see anything odd and unusual.

You forget your name or phone number - "Beep-Beep"
You see a flying object fly by - "Beep-Beep"
You see dots on the tv in place of the picture - "Beep-Beep"
A "Beep-Beeper" is a person who constantly Beep-Beeps.
