British slang for someone typically a male, who is suspected of materbating too much.

When someone named Tony is feeling depressed or not himself. The phrase comes from a printer or photocopier actually having a low level of toner.

Tony says "Dammit why does this always happen to me?"
you say "Looks like the Toner is low."

Tosser

A word used to describe an unsavory, contemptible person. Can also refer to the temporary actions of someone. Tosser is much the same as wanker but doesn't necessarily have to refer to the literal meaning of one who masturbates. Similar but more of a cousin to asshole.
