When a balance team has no clue what they're doing, so they change something fundamental about the way an item or class works instead of something reasonable.
Person 1: "Hey guys Renegade is doing too much damage, how can we fix this?"
Person 2: "Make it so weapon sigils don't proc on legend swap."
