One who exhibits or demonstrates a complete absence of intelligence or usefulness, and who would probably be best utilized by being dropped to the bottom of some body of water to hold a boat in place.

Boat Casual 

A dressed-down preppy who is still wearing fancy clothes. Like if they were going out in their boat, and were scared that the surf would be rough and get them all wet, so they wore Topsiders, khaki shorts, and a t-shirt from a 10K race from eight years ago.
Definitely a WASPy Dad look.

boat drinks 

From the Title & lyrics of the 1979 Jimmy Buffett song "Boat Drinks". Refers to highly potent (usually rum based) drinks which are easily made on a boat. The reference to someone ordering boat drinks means they are intent on getting very drunk.

A later reference was in the 1995 movie "Things to do in Denver when you're dead".
