Usually the person has no qualifications for the job but paid his or her way into the position because they politically favor their boss. Very typical in corrupt machine politics like in the Northeast where political favors must be returned by candidates with patronage.
The Democratic party machine got Joey a comfy job, doing nothing. That political hack is now set for life. I'm told he'll get $174,000 and he'll collect a sweet pension, too. I figure if I give to the mayor, I'll be a hack, too!
