Comes from The HBO Miniseries "Chernobyl" Where Anatoly Dyatlov founds out its 3.6 roentgens and said "Not Great Not Terrible" reacting to the radiation level when the reactor exploded inside the control.
Meaning its "not great but also not terrible."

An Archetype Video game player that is characterized by a sociopathic and sadistic game play attitude. Terrible Timmy is not building anything, doesn't exist to bring anything good to the game and enriches no one's experience.
