cap hacking is a phrase first used by gamers of the tf2 community during the bot crisis. When people would reset the server on certain casual maps that have been running a long time people often referred to this as cap hacking. As it would reset the ban list of the server after the round had ended and allow all bots/cheaters who have been vote kicked / banned during the duration of the server to join again.

An expression that means for players or team-members within a gaming lobby (most often in a voice-chat) to stop messing around/wasting time and to start the queue to get into a game.
Person 1: "Bro I swear, Naz is the cringiest bitch I know. Why do we keep playing League of Legends with her-"
Person 2: "Stop the cap and start the queue"
Person 2: "Stop the cap and start the queue"

No, but seriously not only can I get you working cap, but I'll also sell you my pet chupacabra for a pack of cigarettes. I may have no life, money, credibility or truth to anything I say, but I can get you some working cap for about 35% interest. I used to own Dubai also, then sold it after I found some less than stellar info on an audit I was doing for the Israeli government, but whatever. So what do you say about that working cap?!

If a customer doesn't want capicola on their Jimmy John's sandwich, they can order it with no cap, and the sandwich will then come with just salami (and whichever other meat they choose to put on the sandwich).
