cap hacking is a phrase first used by gamers of the tf2 community during the bot crisis. When people would reset the server on certain casual maps that have been running a long time people often referred to this as cap hacking. As it would reset the ban list of the server after the round had ended and allow all bots/cheaters who have been vote kicked / banned during the duration of the server to join again.

Get the working capmug. If a customer doesn't want capicola on their Jimmy John's sandwich, they can order it with no cap, and the sandwich will then come with just salami (and whichever other meat they choose to put on the sandwich).
