A person who claims to rule or run something such as a property, district, state, etc. Is typically know for having small genitals, despite there big stature and even big muscles. Typically bodybuilders that are high on pre-workout and other means of performance supplements. Not to be confused with a DICTATOR.

This guy I know named chandler, is a real peepeetator. He thinks he is a hot shot but we all really know what’s going on down there.
