"Foobies" is a contraction of "fake boobies".

The 'F' from 'fake' is taken and replaces the 'B' of 'boobies', resulting in: 'Foobies'.

A fraudulent individual who pretends to be successful, takes money from investors, and spends it on himself on unnecessary outrageous personal expenditures until the money is gone.

That guy is such a fraud and fobbler for taking that investor's money.
