a) when a situation is so uncomfortable, you'd feel almost less awkward if someone was sucking your butt. Granted, the butt would be the least favorable of places on a human body, any body actually, to suckle.
b) to express extreme distaste or misfortune in a situation.
c) to get people's attention. (With such a profound remark, your hopes, desires, questions and concerns will all be met by this simple phrase.)

Get the sucks my buttmug. Under the general category of analingus, butt sucking involves a vigorous suction motion to be done by the mouth on the anus, rather than mere licking. In fact, the use of the tongue in the case of butt sucking is optional. If there are turds in said anus, butt sucking may lead to something under the header of scat. The resulting stimulation is different than mere licking, and has been purported to resemble the feeling of involuntary dumping. See: incontinence.

The insertion of toilet paper or a sock between ones buttcheeks to prevent and absorb excess moisture and/or leakage from ones anus and/or vagina.
Sarah was quite embarrassed when her butt suck fell out of her pant leg in line at the grocery store. It was really nice of the gentleman to let her know.
