A cop car that was once a cop car, but after a police auction or something, it is now in the hands of just some random person. (It may or may not have all the accessories a normal cop car has). When driving down the road in a neighborhood, it may scare the crap out of some people who are on the road into slowing their vehicles down so they don't get busted. It may even disperse a potential drug deal in progress.

(Crack deal in progress)

Tom: A'ight, man, hit me up wit' some udda good stuff.
Alec: Aww, shit! Hold up hold up.. Looks like we got some 5-0.
Tom: Man, that ain't the popos.. It's a damn scare-mobile!
Alec: Damn, that was close. Damn scare-mobiles got me all shook up an' shit.

When a person threatens you into doing something or warning you if they mess with them what can happen to you. Sometimes indirectly.

1st person Can you pick up my shoes for me, 2nd person I see if I can . 1st person oh you can do that for me (said venom in the voice, like a crazy lady)? Being said in the sense of if you don't you will be sorry, later on. I don't like your attitude, wow scare tactics. So not cool. Whatever

Scare quotes, shudder quotes, or sneer quotes are quotations around a word or phrase to show that a term is used in a nonstandard, ironic or special sense. Can also, imply skepticism or disagreement or a opposite sense. A complete other definition means words or phrases that are quoted to scare the reader or in a political campaign to smear a opposing candidate. They also define estrangement or cause something to seem unfamiliar in a supernatural way.

Scare quotes example: I love "everything". Meaning that person doesn't love everything.

Scare Wizard

(n.) An extrordinarily creepy old man who at first glace seems completely harmless, but minutes into a conversation it is easy to realize that he is whacked out of his gourd. Telltale signs include talking about past relationships which he would "break his kneecaps" to have back; talking about obscure areas of science that have to do with energy transfer and telling everything about a person by their microfacial movements; and especially speaking in a language that they have themselves made up and asking if you recognize what they are saying.
