The picture seems to be of a teenage boy of strong stature making a goofy face at the camera.
It is therefore logical to come to the conclusion that the meme is capitalizing on his physical appearance as well as the stereotype that men who work on physical appearances are oblivious to intellectual matters. It is unknown is this meme started as a personal attack or an image randomly found on the internet. However it has been rumored many submissions contain factual information on the real identity of OH HAI KID
