A 'dress' that is actually supposed to be a shirt. It is usually shorter than a miniskirt and is often worn to the clubs. Alternatively, it is worn during the day in order to elicit attention from males and cat-calls from passing vehicles.

Hey, Tammy? Like, do you think I can wear this shirt as a dress? You know, like, instead of a 'miniskirt' it's a 'minishirt!'
