When you're at a party and you feel really energetic when you have only had a few drinks, you're a bit tipsy and light headed but completely wasted.

In that confident and happy state.

Not to be confused with wankered which is when you are completely shit faced.

Another word for tipsy.

"I'm completely conkered!"
"But mate, you've only had two drinks?"
"I know!"

To be "cooked in the head." Probably comes from "fried" or "brain fried." Imagine how someone would act if their brain was at least partially cooked. Could mean under the influence of drugs/alcohol or someone acting crazy or out of the ordinary.

Dude, did you see that guy in McDonalds last night drunk and singing Duran Duran using an Ice Cream cone? He was totally cookered!

cockerel's pipe dream

A rooster sitting on a doorknob in hopes of hatching a hardware store.

I should remove that doorknob on the chicken coop, and install a simple latch because that young rooster seems to have a cockerel's pipe dream.

Cockeyed

When a male child is born without eyelids and the doctors use the left over skin from circumcision to make a set of eyelids.

Doctor: it's ok miss, we haven't circumcised him yet, we'll just use the extra skin to make him a set of eyelids.
Mother: You can't do that he'll be cockeyed.
Doctor: Well thats true, but just think of the foresight he'll have?
