n. the horribly inept puppet-ass of a homeland security director for the U.S. This guy is so clueless, that he went to Atlanta to talk about bird flu, while thousands suffered in New Orleans following Hurricane Katrina. On his watch, he let New Orleans rot as death and decay swept in, for a FULL 36 hours. Then, finally, after his nice trip, he gave the authority to horse-fucker Brownie to mobilize the necessary federal agencies, and provide aid to the storm ravaged region.

Chertoff was questioned by a congressional committee which pointed out that CHERTOFF was officially responsible to authorize the mobilization of federal agencies in the aftermath of Katrina.
