When a person is trying to threaten somebody, but the person they are threatening does not take them seriously and finds them annoying.

Derived from a how bees make a buzzing noise with their wings while flying. Some people find it threatening and others find it annoying.

Henry: David, you need to quit messing around all of the time.
David: You need to stop buzzing, you're not scaring me.
