Is usually found on Facebook declaring some war on a random person with a lost dog. Is known for sayings like "just take the dog and take it to a shelter" "steal it and say you don't know" "don't give him his dog back" (the last statement usually after she steals the dog and has a friend take it to the shelter). She is often found bashing local law enforcement, especially humane officers and dog wardens because she thinks they aren't doing their jobs.
