It usually involves an action that can be described as completely frivolous and fucking retarded, or to the common man, stupid shit. It can also be used to describe someone who is equally fucking retarded and needs confirmation that the party isn't starting at 6 AM when someone tells them it starts at 6:00. A better term to call someone in this case is "obtuse dunderfuck".
