The term was first coined(or at least made famous by) the new host for The Daily Show, Trevor Noah, in allusion to Bernie Sanders who as of Feb-2016 is tight in the race for the Democrat nomination for president. Even with that factor in play he seems to be "neck to neck" with the "establishment" candidate, Hillary Clinton in many polls (surpassing her in some).
