Trying to make something from scrap either in your own pile or anywhere you can find it just as long as it didn't cost anything or basically as little as possible. Someone much more concerned about cost rather than quality, especially at work when it isn't even his money. When a person makes something cheap and then brags like it's the same quality as something made with all the best. Absolutely under no circumstances ever make something the best even if it's half the normal cost it's still too expensive.
