Etymology is from the cartoon "Popeye", where the character Wimpy would frequently utter this phrase. He was a glutton, and would consume burgers at a ferocious rate but could rarely pay for his habit.

The phrase implies the underlying feeling that the person will unlikely actually pay for the hamburger (or whatever) on Tuesday (or ever, for that matter.
I told my bank that I'd gladly 'pay them tuesday for a hamburger today' to buy that new sportscar, but they wouldn't approve me.

bæ for a dæ is a way to be with someone that you know wouldn't work out. Best used to your advantage when the term is discussed before said "dæ". This term is not only an easy way to get out of a relationship but also an easy way to explain a hookup with a sufficient amount of dignity.

Derived from a slang phrase in a famous scince fiction story "The Marching Morons" by C.M.Kornbluth, in which a popular catchphrase for asking 'would you believe it?' was "Would you buy it for a quarter?". In the intervening years, inflation has been occurring.
