used as an ironic acknowledgment of one's familiarity with a difficult or unpleasant situation or experience described by someone else.
"My car broke down on the highway in the pouring rain, and I had to wait for hours for a tow truck." "Tell me about it," my friend replied, sighing as they clutched their own dead phone. (Their sigh and clutching the phone imply they're also stuck in a difficult situation).

An strong expression used to ironically jeopardize the credibility of one's claim (actually one's yap). Often following a statement that shows where the inconsistency of the claim figures.
"Person" A: I kid you not! I'm israeli and this land belongs to us, we came from it 3000 years ago!!
Person B: Belongs to you but somehow your DNA is 70% Polish and 20% Russia.. Yeah tell me about it

When you work with someone and they are staying late and you want them to go. But they still think there's too much to do but they have things to do elsewhere. This is what you say to them on the way of the door.
Them " there's a bunch more to do but I have to go. Can you finish up and do this... and this....?"
You " you dont have time tell me twice "
