Originating from an idea during lunch at a Sudbury high school, to party balloon is to blow up a condom that has just been ejaculated into and then popping it over the girl that you have just had sex with.

After listening to "Crank that", these faux ghetto kids thought it would be fun to invent their own version of supermaning a hoe. They decided that upon the completion of sex, they would blow up the balloon and pop it over their recently laid counterpart. then one gangster exclaimed "yo we should call that party ballooning" and then it was added as the 11th commandment.
