They all think they're hot shit and the two neighboring towns' teens get off on arguing about which of the two towns is better, when really they both suck equally. The parties are lame, the people are fake, and the weed isn't anything special. Basically these kids walk around in the park at night smoking and thinking they're all mega-hipsters.
