"Business on top, party in the back." A person who has a mullet but is bald or is balding on top, signifying that he is retired from the "business" but has plenty of time left to party.

Dave: "That guy is always partying"
Steve: "He is retired, you can tell by his mullet"
Dave: "How can you tell?"
