A group of ignorant black people that have formed a circle around a social occurrence. From the outside, nothing can be seen aside from the backs of those surrounding said event; but from a high vantage point the event can be observed by looking into the eye of the tornigga. Like tornadoes, torniggas can migrate at a very subtle or extremely fast rate, depending upon the amount of action in the event.
