A 'Ritz' is someone who is flakey, has tickets on themselves and is generally inferior.
The origin of this insult comes from the American cracker 'Ritz', which attempted to overtake Jatz as Australia's base biscuit of choice. Due to the inferiority of it's taste, texture and transportability Ritz will never beat Jatz, or Savoy if you're from Victoria.
