When someone begins replying to a message (causing the bubble with dots to appear), and then stops completely, leaving you expecting a response that will never come. Comes from the phrase “ding-dong-ditch”

Dots is used to tell someone
"thats what I thought" or can be abreviated by just plain saying "Dots"
there has also been a rash of "Dot Bys" recently where while driving in a moving car one would yell "DOTS!!" at a innocent and unsuspecting Bystander. Thus startling them.
