A person who hovers behind someone on the computer while giving unwanted and/or unrequested advice on how to do everything.

He thought i didn't know how to use the Internet, and proceeded to be a Background Browser.

A person who replies to a social media post/photo with a completely unrelated comment. Typically, the comment is in reference to something in the background of the photo.

Rather than be of help, Ted chose to be a backgrounder and commented on something unrelated to the post seeking advice.
