The name given to a conspiracy theorist. An under-stater lives in his or her own subconscious mind that's called the Under State where they would find doors to government conspiracies and other historical events.

A cool new hairstyle that is all the rage in which both the left and right halves of one's hair flip out in the same direction. A small segment of the population are lucky enough to be born with hair that is naturally inclined to position itself in such a sexy and trendsetting way, while others must spend hours standing perpendicular to a fan to create the look.
"Wow, that girl over there has an Under and Out - if only I was cool enough to pull off that hairstyle."

Variation of the expression "Beer under the bridge", however typically applies to two or more girls who have had too much wine and get into childish, irrational fights.
My girlfriend went on a girls' night out Friday and they all had too much wine. She came home hammered and was crying about some sort of ridiculous argument on the colour of some girl's dress. I said to her "forget about it, it's wine under the bridge".
