Congratulations. To celebrate something, with special emphasis. Usually derrogatory, as in when someone does something really stupid, like announces that they have to go to the bathroom. Fuck can emphasize any word. Has special emphasis when inserted in the word, e.g. congratufuckinlations.

An informal yet sing-songy and cheery way to tell some one congratulations. It's generally used towards close friends and family. It's a play off the Italian word grazie (thank you), mostly just because it's fun to say.
