A dingle berry plucker is a person who has the special skill of playing music with a persons ass hairs. Like a Harp the person will pull the dingle berry hairs till they are tight. Then they will plauck the hairs creating music.

dingleberries

The tassle-like fringed leather accoutrements seen hanging from the ends of some motorcycle hand grips/levers. They are not a factory item, but instead added by some riders to convey some sort of image (possibly the 'mean outlaw biker image', or maybe just their fondness of the days when they rode 'big wheels').

I don't know how Gus can ride his motorcycle with those dingleberries slappin' him in the face as he heads down the road.
